<empty>NPDES Phase II Storm Water Regulations: What Municipal Governments Need to Know (7.30 MB)

Introduction

The Phase II Storm Water Rule, issued by the U.S. Environmental Protection Agency (USEPA), required municipalities and other public bodies that operate a separate storm water drainage system within a U.S. Census-defined Urbanized Boundary to obtain a stormwater permit by March 2003. This permit program affects over 170 communities in Southeast Michigan and is administered by the Michigan Department of Environmental Quality (MDEQ).

This website was developed by the Southeast Michigan Council of Governments (SEMCOG) and the Clinton River Watershed Council to provide communities and other interested parties with a central clearinghouse for information about the stormwater regulations.
